Topicus Security strenghtens the cyber resilience of municipalities

DEVENTER, February 10, 2026 Local governments in the Netherlands are prioritizing their cyber resilience. Within the extensive tender of the Association of Dutch Municipalities (VNG), the contract for Lot 3 (Cyber Resilience Prevention) has been awarded to a consortium of Dutch IT specialists: Topicus Security (KeyHub), Previder, and Visolity. Municipalities are choosing a secure local alternative, ensuring government data remains entirely in their own hands.

 

Strengthening the digital resilience of municipalities

The joint proposition from Topicus Security, Previder, and Visolity aligns seamlessly with the core ambitions of this tender, particularly regarding the enhancement of cyber resilience and ensuring continuity within the frameworks of NIS2 and the Dutch Cybersecurity Act (Cbw).

Our role in Parcel 3 (Cyber Resilience Prevention) of the VNG tender enables us to offer municipalities a powerful and sovereign alternative to the international cloud. By placing data under full Dutch jurisdiction, local governments maintain complete control over their critical data. In doing so, we deliver a higher level of maturity in both prevention and response.This forms the foundation for a secure, future-proof, and resilient government.

 

Maintaining control over IT Infrastructure activities

Within the extensive VNG tender, Lot 3 (Cyber Resilience Prevention) forms the foundation of municipal information security. The primary objective is clear: the deployment of baseline security measures that proactively prevent incidents and mitigate digital risks before any damage can occur.

Our approach specifically focuses on supporting local authorities and participating municipalities in preventing unauthorized activities within their IT infrastructure. From an integrated perspective, Topicus Security (KeyHub), Previder, and Visolity act as crucial 'gatekeepers' regulating access to sensitive government data. We achieve this through a centralized Identity and Access Management (IAM) platform, reinforced by Multi-Factor Authentication (MFA). This preventive foundation is further strengthened by integrated network security, high-grade data encryption, and robust backup management.

By offering our solution either on-premise or through Dutch hosting, local authorities retain full control over their data. The expertise of Previder and Visolity, combined with the architecture of Topicus Security, provides a technically superior solution with maximum legal certainty on domestic soil.
